cacti-spine software package provides Multi-Threading poller for cacti, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cacti-spine
cacti-spine is installed in your system.
Make ensure the cacti-spine package were installed using the commands given below,
$ sudo dpkg-query -l | grep cacti-spine *
You will get with cacti-spine package name, version, architecture and description in a table
